M. David Halpern, Attorney of Counsel for Jubelirer, Carothers, Krier, & Halpern, specializes in estate planning, real estate, and probate law. He was born in Lancaster, PA on April 19, 1940. He was admitted to the Pennsylvania Bar Association in 1966. His preparatory education included The Pennsylvania State University (B.S., 1962), legal education at The Dickinson School of Law (J.D., 1965), and Pepperdine University School of Law, Straus Institute for Dispute Resolution (1998).
He served as Assistant Attorney General for the Commonwealth of Pennsylvania from 1966-69. In addition, he was a Past Chairman for the Regional Hearing Committee of the Disciplinary Board of the Supreme Court of Pennsylvania from 1993-1994. Attorney Halpern has been a Member of the Pennsylvania Bar Association Disciplinary Study Committee from 1987-present and has served as Chairman from 1996-present. He served as a Board Member of the Supreme Court Disciplinary Board from 1997-2003, and served as Chairman from 2002-2003.
Attorney M. David Halpern is a Member of the Blair County Bar Association and served as President from 2002-2003. He is also a Member of the Pennsylvania Bar Association and served as a Member of the Downtown Business Authority from 1981-82.
